Dekhien as apney add dekha hai post bhi prhi to certicate is mandatory and second dekhien attested hai ye verfication ye btaien aur if attested hai to BPS-17 ke officer se krwayen and about verification u can contact the authority. where u have seen this written

Here single expertise details are not mentioned but if u fulfill the expertise so i think u can apply because retired employees will be preferred the most. aur retired railway employees ka certificate chiye dae ka.

Exactly lahore mein hai dekhien foreman ke liye expertise required nahi but retred Railway employes with DAE Certificate will be hired.
Can Chemical diploma holder apply for foreman without experience
First of all chemical diploma is not mentioned because its mentioned that DAE Certificate far as expertise are concerned there are no expertise required but i suggest that u should wait for any thing else cox DAE Chemical does not sound good. if u wanna apply u may contact to authority.
